When saving as a webpage, Word will add lots of extra code to enable the page to Roundtrip, so you can edit it in Word or Excel etc again. In Word XP, after clicking 'Save as Web Page' change the file type in the 'Save as Type' box to 'Web Page, Filtered' to get rid of some of the extra markup.

It doesn't get much cleaner than that.
